Which of the following most accurately describes the problem?

• A new and simpler definition of what constitutes an abnormal load came into force on Monday (April 8). It is published as the Motor Vehicles (Authorization of Special Types) (Amendment) Order 1968, SI 438, obtainable from HMSO price 6d net.

The new definition, replacing the old one under Article 20, reads:—

"abnormal indivisible load" means a load (a) which cannot without undue expense or risk of damage be divided into two or more loads for the purpose of carriage on the roads, and (b) which— (i) owing to its dimensions, cannot be carried by a heavy motor car or trailer or a combination of a heavy motor car and trailer complying in all respects with the requirements of the Construction and Use Regulations, or (ii) owing to its weight cannot be carried by a heavy motor car or trailer or combination of a heavy motor car and trailer having a total laden weight of less than 24 tons and complying in all respects with the requirements of the Construction and Use Regulations."
