The Conservative-controlled Manchester City Council last week unexpectedly passed a resolution against proposals to set up Public Transport Authorities outlined in the Transport Bill. Labour members claimed that after favouring the idea for more than 20 years Tories had turned a somersault after a call from their Central Office.
