Which of the following most accurately describes the problem?

A WEST Midlands chamber of commerce has launched a campaign to raise the speed limit for trucks on single-carriageway roads from 40 to 60mph.

The Black Country Chamber wants the speed limit raised because it believes the lower limit not only slows down business but also increases the likelihood of accidents when car-drivers become frustrated.

Paul Coxhead, who is heading the Get the Black Country Moving campaign says: "If you look at accident stats you will see the roads with the least accidents are motorways. One reason is that on single-track roads car drivers stuck behind a wagon get frustrated and don't understand that there is a speed limit of 40. They look for any gap to get by and end up overtaking on a blind summit or a blind bend."

Coxhead would like the speed limit for lorries raised to 60mph on single-lane roads in good condition but says even putting it up to 50mph would make a difference.

However, Jeremy Johnson from Black Country operator James International disagrees: "You can't put it up to 60mph anyway because of the speed limiters — that would just encourage some people to break the law. 1 would say they should leave it as it is."
