Which of the following most accurately describes the problem?

Smith of Maddiston Ltd., seeking continuation of an A licence, was adjourned at Glasgow last week. The licence sought was for 32 vehicles of 192 tons, 27 tractive units of 122 tons, 28 semi-trailers of 121 tons and two trailers of 5 tons, on conditions that would permit indivisible loads of exceptional length and abnormal indivisible loads within the areas and in the ratios already possessed by the fleet. This followed a conference. with the objectors, when Mr. T. Campbell Wardlaw, for the applicants, sought an agreement on the terms involved. The objectors, mainly low loader and heavy load transporters, refused to accept the change without formal hearing of evidence and required a full hearing.
