In England, the main legislation affecting fuel storage is the Control of Pollution (Oil Storage) (England) Regulations 2001, with similar devolved legislation in Wales. But probably more helpful is a range of Pollution Prevention Guidelines published by the Environment Agency, especially PPG2 relating to above-ground storage tanks.
