Which of the following most accurately describes the problem?

S. T. Sharp Transport Ltd

IllAn application to renew the eight-vehicle licence held by ST. Sharp Transport Ltd, of Manchester, has been adjourned by North Western LA Roy Hutchings, because of difficulties over the actual operating centres of the vehicles it operates.

The company's application to renew its licence, based at Sedgeley Park Trading Estate, attracted a representation from the Greater Manchester Economic Development Corporation, which said it did not see how it could park eight vehicles in the vicinity of its premises without causing obstruction.

The LA said that this point did not constitute environmental grounds under the 1982 Act, but did call into question the suitability of the operating centre under S64 of the 1968 Act.

John Warburton, the company's transport manager, said there would be a maximum of two vehicles at Sedgeley Park at any one time. Two vehicles were permanently trunking between Manchester and London; two were parked at BRS at Kings Cross at the end of each day. The fleet now comprised seven vehicles.
