Which of the following most accurately describes the problem?

W. R. Haulage (Sadlers Haulage)

"'Because he forgot to apply for licence authority for a semi-trailer, Stalybridge ownerdriver W. R. Sadler, trading as Sadlers Haulage, had his application for a new international licence refused by North Western Deputy Licensing Authority Walter Birchall.

Sadler, of 70 Stocks Lane, had applied for a licence authorising one vehicle based at VVharg Street, Dukinfield. He said he had a Volvo F 10 six-wheeled tractive unit and he proposed pulling for Whittle Transport and others taking trailers to Bagdhad.

After the DLA had said that Sadler had not applied for any trailers, Sadler said that he would be pulling trailers belonging to other people.

The DLA said that if Sadler was pulling someone else's trailers, he had to have the licence facilities to operate them. In addition, Sadler had failed to give the Traffic Area any financial information.

Sadler said that he had brought his books with him so that the DLA could see his accounts. Fie agreed that when he advertised the application in a local newspaper he had advertised only one motor vehicle.

Refusing the application, the DLA said that before Sadler could be granted licence authority for a trailer, the newspaper advertisement would have to reappear making it plain that a trailer was included in the application. In addition, he had no evidence that Sadler had sufficient finance to operate a vehicle, He was afraid that Sadler would have to start again on this one.
