Which of the following most accurately describes the problem?

• London Regional Transport seems set to come into conflict with the Conservativecontrolled Westminster City Council over Paddington Goods Yard, which is one of the two proposed sites for a new London Coach terminal designed to ease the load at Victoria.

Westminster City Council is strongly opposed to the siting of a coach station at Paddington, and its town planning subcommittee has rushed through planning permission for Grainhurst Properties which wants to build houses, shops and offices on the site.

A spokesman for LRT says, "'As far as we are concerned we are still going through with the public consultation about the Paddington and Vauxhall sites. We will still be having a public meeting on October 20 at Westminster City Hall to discuss the Paddington site, and we will maintain the consultation period until October 31."
