Which of the following most accurately describes the problem?

WHILE most of the entrepreneurial activity in the passenger transport business following the Act has concerned express services, some new stage carriage applications have been submitted to the Traffic Commissioners.

In Hampshire, an application to run services into Southampton from the New Forest has attracted objections from local authorities, National Bus subsidiary Hants and Dorset, and Southampton City Transport.

Part of the objection concerns an area which was recently surveyed as part of an NBC MAP study. This might need to be repeated if new routes come on the scene.

The case is to be heard later this month.
