Which of the following most accurately describes the problem?

A Although the , operator in question certainly operates a drawbar outfit, one vehicle of which comprises a semi-trailer with a dolly bolted to it, he is unable to use the two apart on a road. The vehicle is plated as a drawbar trailer and, with the dolly unbolted and detached, can be moved only within his own premises.

As the dolly and the semi-trailer are regarded by the authorities as two trailers, both must be plated if they are not part of an integral whole.

However, you might be interested to learn that Section 14 of Schedule 6 to the Road Traffic Act 1974 (yet to be implemented) provides that Section 65 of the Road Traffic Act 1972 (restriction on number of trailers drawn) shall cease to have effect. It is understood that these powers will be transferred to the Motor Vehicles (Construction and Use) Regulations 1973, preparatory to making Regulations affecting dolly and trailer operation principally in regard to doublebottoms.
