Which of the following most accurately describes the problem?

A GO-ANYWHERE season ticket is being introduced next week by the West Yorkshire PTE. To be known as the MetroCard, the new ticket will cost £5 a month and cover nearly all PTE and National Bus Company services in the area without limit on time.

Apart from 11 sales offices in West Yorkshire, the MetroCard can be renewed at 700 sub-Post Offices in the area. The card incorporates a colour photograph of the user. Independent bus operators are to be asked to co-operate in the scheme which will not apply to express, excursions or some school and works contract services.
