Which of the following most accurately describes the problem?

THE Freight Transport Association's technical committee is still dissatisfied with the ability of some new goods vehicles to meet the in-use requirements on smoke despite compliance with constructional standards. Accordingly, it is seeking a meeting with the Department of the Environment and the Society of Motor Manufacturers and Traders • to discuss the situation.

Any tightening of the regulations, the Association believes, should be on the constructional side. Free acceleration tests carried out by manufacturers on all vehicles would help. Ideally, however, the FTA wants to see a situation where the operator would receive a manufacturer's certificate indicating that the vehicle had passed such a test. Account would have to be taken of the need to provide a margin between smoke emitted at the time of manufacture and unavoidable deterioration in use.
