Which of the following most accurately describes the problem?

AN APPEAL to operators. and drivers to attempt to avoid driving through Exeter at night was made by Mr Derek Good, chairman of the Devon and Cornwall area of the Road Haulage Association, today.

Speaking at the Exeter sub-area annual dinner, Mr Good said that a survey had shown that only 25 per cent of the vehicles in Exeter comprised "through" traffic and an order banning trips during the hours of darkness would have little effect. He asked, therefore, that operators ask themselves whether journeys through the city between midnight and 6am were strictly necessary, or could be rerouted or retimed.

Mr Good also pointed out the disadvantages of transferring traffic from road to rail citing an example in which the Western Region was unable to run a special passenger train to Canterbury because of the shortcomings of the Southern, Region.
