Which of the following most accurately describes the problem?

• The Traffic Commissioners for the South Eastern Area have refused a fares increase application by the Brighton Area Transport Services, viz. Brighton Corporation Transport, Brighton, Hove and District Omnibus Co. Ltd. and Southdown Motor Services Ltd. The application was heard in Southwick on September 12 and 13, 1968.

The three operators were seeking £176,000 of additional revenue in a full year.

The Commissioners noted that B.E.D. and Southdown had both been under the control of the Transport Holding Co. since March 1, 1968, and they felt, therefore, that they were entitled to expect some evidence of rationalization of the control of the two companies in the BATS area leading to economies and consequent benefits to the travelling public.

The Commissioners decided that it would be appropriate if the application were reframed so as to produce no more additional revenue to B.H.D. in a full year than would have been achieved in the current year had this application been granted as applied for. While the other partners would receive correspondingly less revenue than they might have enjoyed if the application had been granted as applied for, this, said the Commissioners, was an inevitable consequence of failure to heed the views of the Commissioners at three earlier public inquiries.
