Which of the following most accurately describes the problem?

NO more special.yehicles were neededin Hull because there . was not enough work to employ all the vehicles licensed at the moment. This was claimed by Mr. A. W. Balne, for the British Transport Commission, when the Yorkshire Licensing Authority last. weekcontinued the hearing of an application 'by Sayers Haulage (Hull),. Ltd.

Sayers asked to add a low-loading semi-trailer of 6 tons. unladen to their A licence. Mr. R. E. Paterson, for the applicants, said they were specialists in public-works transport and had 24 tippers and one low-loader trailer on A licence. They. were providing transport for important contracts, including the new quay at Hull docks, and.the call on the existing trailer was immense. The new semi-trailer would be used solely for public-works contracts.

Mr, Balne contended that the case raised important matters of principle. Sayers had never had' special vehicles, and there was no evidence of public need outside dock work on private property. An applicant for a special vehicle should produce evidence relating to that class of work.

It was proposed that an existing tipper would be converted into a tractor, making the overall length of the outfit about 42 ft. It would be capable of carrying loads of 20-25 tons, and would he in direct competition with existing operators.

After evidence from B.R.S. (Pickfords), Ltd., British Railways and Brooksbanks that they all had vehicles available to do site work, the Authority reserved decision.
