Which of the following most accurately describes the problem?

Last Friday, the Northern Scotland Licensing Authority granted an application by Mr. Charles J. Robb, Commercial Hotel, Errol, for a licence to carry separated milk, agricultural produce and building material within 25 miles of Errol. The London, Midland and Scottish Railway Co. and Mr. David McIntosh, contractor, Errol, objected.

The applicant said that he sold separated milk to farmers. He purchased the milk from the Dundee Pasteurized Milk Co. and Perth Creamery, and both these concerns preferred to sell direct to the farmers and engage him as their carrier. It was a new business, arising from the operation of the Milk Marketing Board.

The licence was confined to a 20-mile radius and to specified persons.
