Which of the following most accurately describes the problem?

Growth is forecast for international e-tail deliveries

The UK e-tail market is well ahead of France, Germany and the US. But there is evidence that the big growth will be in cross-border sales, and therefore, international logistics. A recent EU-sponsored survey found that 33% of EU citizens would shop online from another country if they could get a better price or choice. Another showed that in every product category, the top products could all be found at least 10% cheaper elsewhere; and 30% of products could only be bought elsewhere IMRG's Starkey says: "People are coming to UK websites to buy even when the retailer does not ship to their country."

Asos.com, among others, is now trying to set up a website that can handle international sales and deliveries.
