A HIRE company has had its restricted 0-licence cut by three vehicles with a condition placed on it that all future transport managers must be CPC holders.

Event Services, of Halifax, appeared before North Eastern Traffic ConunissionerTom Macartne y at a Leeds disciplinary inquiry following breaches of the drivers' hours and tachograph regulations:The company held a licence for 12 vehicles and eight trailers.

Traffic examiner Virginia McKenna said an examination of the company's tachograph charts for November 2003 revealed numerous infringements by five drivers. In addition, the company's 4x4 vehicles required a tachograph when towing a trailer, but no tachographs were fitted. The company's systems were limited and ineffective, she added, and its knowledge fell short of what was required.

MD Philip Hume said he had acquired the company in July 2003. It was engaged in the hire and installation of event equipment. He had retained the management controls then in place. as he had thought they were adequate, not having any experience of 0-licensing.

The company's systems had since been revamped; driver training had been carried out by the RHA; the transport manager had been sent on a CPC course and had passed; and he personally intended to take the CPC course in the New Year. Hume said he had also obtained a Class I HGV driving licence to get a practical understanding of the driving side.
