Which of the following most accurately describes the problem?

• The UK pickup market is set for a boost following the longawaited relaxation of VAT regulations on double-cab vehicles.

A standing parliamentary committee has approved the new rules, which come into force on 1 December. They allow VAT to be reclaimed, subject to the normal requirements, on all pickups that have a payload of at least one tonne, regardless Of the number of seats, doors and windows.

Following some uncertainty over the exact definition of "payload", it is now accepted as being the difference between plated GVW and the kerbweight as specified in the Road Traffic Act. This is without anyone aboard, but with a full tank of fuel and with all normal fluids and equipment.

Most manufacturers' 4x2 double-cab models already meet this definition, but some 4x4s are going to need revision if they're not to miss out.
