TRANSPORT Minis William Rodgers has now 1 before Parliament an or designating the bodies, in dition to the Traffic Co missioners, who will be able issue permits under t Minibus Act 1977.
Regulations have be drawn up prescribing the fz of the permit, the vehicle and the driver's notice.
The order is due to beoot law on November 23.
Schools, educational aj luntary bodies have up until ,w had to apply for psv hide licences and relevant ad service licences when ey have want to charge ssengers to cover the run costs of their vehicles. Fhese organisations will w be able to apply for perts to exempt them from this luirement.
Permits can be issued by lo1 education authorities, local cial service authorities and a de range of bodies including e National Council of Social Services and the National Council for Voluntary Youth Services.
The Traffic Commissioners will also issue permits for a fee of £7.
• Minibuses with between eight and 16 seats, excluding the driver's one, will be eligible for permits and those cannot be used for the hire and reward or to carry the public at large.
Drivers will have to be over 21 with full, not provisional driving licences and should be "reasonably experienced". The permits will also specify the classes of passengers which may be carried and will also contain conditions that the vehicles cannot be used for home to school transport without the consent of local education authorities and the Traffic Commissioners.
Regulations laying down safety standards for these minibuses are soon to be introduced.
Construction requirements will be phased in over five years for existing vehicles and one year for new vehicles.
Psv operators who run minibuses are not affected by these regulations. Their vehicles will still need psv licences and psv drivers in the normal way.
