AAs the Board has only just had its

first meetings it is premature to comment on who would have to pay the levy. But a recent decision by the Industrial Tribunal has a possible bearing on such decision. In this case a small builder who was engaged also in chimney sweeping and gardening appealed against assessment for levy by the Construction Industry Training Board. The two latter activities represented about 25 per cent of his business, constructing a new building about 20 per cent, while the major proportion of his work was repairing buildings.

In confirming the assessment of levy the Tribunal were satisfied that this particular business fell within the Industrial Training (Construction Boardl Order 1964 in that 75 per cent of the business consisted of construction or repair of building.
