Which of the following most accurately describes the problem?

THE RHA's highways and vehicles committee

has decided to take another look at an SMMT draft scheme for classifying tractive units and semi-trailers so that they can be interchanged, especially between different fleets, without confusion about weight categories.

The intention is that plates attached to units and trailers will show drivers whether they are compatible; the first draft covers 28-ton-g.t.w. and 30-ton-g.t.w. outfits ("28A" and "30A" categories) and it is thought that most new units can be brought into the generallyinterchangeable "A" category.

The problem lies in applying the scheme to existing outfits, which is the reason why the committee wants to study the plan in more detail.
