Which of the following most accurately describes the problem?

" WHERE a firm purchases a special VV A licence and then finds it could get more work if it had purchased more, that can be no grounds for making an addition to the fleet," the Northern Licensing Authority stated last week.

J. W. Graham, Ltd., Cockermouth, were successful in gaining the addition of a 6i-ton vehicle to their A licence. The company had formerly provided cattle transport, but the nature of the business had changed when two special A-licensed vehicles were bought. Greater amounts of traffic had since become available.

Although the company might have obtained more special A-licensed vehicles, said the Authority, this was no reason for granting an additional vehicle on the A licence. There were, however, insufficient facilities in the area for the transport of pit-props. This justified his decision.

It was revealed during the hearing that the company had carried less livestock since the decontrol of meat marketing. Local farmers had secured vehicles of their own. A witness from one of the applicants' customers said that many companies today put their haulage work out to established hauliers, because they could not run vehicles as economically as expert transport contractors.
