Which of the following most accurately describes the problem?

• Irish and Dutch drivers headed the list of offenders arrested and fined by the Vehicle Inspectorate and Thames Valley traffic police last week during a clampdown on foreign lawbreakers (CM 4-10 May).

The arrest of nine foreign drivers hit the headlines last week when police and the VI prohibited 25 of 35 vehicles from moving during a half-day spot check staged at junction 14 of the M1 last Thursday.

Three Irish drivers received fines for excessive driving hours, false records or dangerous parts. One admitted putting his tacho in the second man position to continue driving for more than 10 hours.

Two Dutch drivers were fined for gross overloads and no daily or weekly rests.

Hungarian and Austrian drivers received overloading fines while French and Belgian drivers were fined for taking insufficient rest.

But another nine cases never reached the court as the police issued only roadside cautions, seven of them for tacho offences and two for overloading.
