Which of the following most accurately describes the problem?

• Iveco Ford will launch a 12-tonne GVW version of the Cargo to meet the licensing changes that come into effect on 1 July 1996. The 12-tonner will be fitted with 17.5in wheels and disc brakes all round.

Details have yet to be finalised, but power will come from Iveco's sixcylinder 5.9-litre engine, already offered in other Cargo and SuperCargo models. Likely power ratings are 141hp (badged 120E15) and 174hp (120E18). Transmission choices will be synchromesh six and nine-speed boxes. The model is due in the first half of 1996. LGVs under 12tonnes can operate without spray suppression equipment and with speed limiters set 12-tonne at 96km/h (60mph). 12-tonners will also attract favourable VED rates, compared with vehicies in the next weight band up. They also offer almost double the payload of a 7.5-tanner while taking up little extra roadspace.

The July 1996 licensing changes will see the LGV limit dropped from 7.5 to 3.5 tonnes. All manufactur ers expect the traditional market for 7.5-tonners to decline gradually—operators are expected to move up or down the weight scale after the new limits take effect.
