• Road Haulage Association chairman Roy Bowles warned that standards in the industry could suffer as a result of change in road transport training in his speech at the RHA annual dinner on Tuesday.
"If we leave non-statutory training to market forces I fear not a lot will take place and this could prejudice our improving safety record," he said. "We feel that some form of mandatory contribution, significantly lower than the current levy, may well be required".
Bowles also made a plea for harmonisation with Europe in preparation for 1.992: "We must have a dear intent of 40 tonnes on five axles," he said.
He told the gathering, which included Employment Secretary Norman Fowler and Transport Minister Peter Bottomley, that with six transport secretaries in the past 10 years: "We need action and continuity of leadership, strategy, policies and funding."
