Which of the following most accurately describes the problem?

A SERIES of offences connected with the operation of an articulated outfit have cost Chingford, Essex-based haulier Albert Abbott a total of 8:440 in fines and costs and a licence endorsement.

In February, Mr Abbott, trading as A & G Transport, of Waltham Way was accused of using a vehicle with a defective handbrake, a defective braking system, without an excise licence and without properly functioning tachograph and of using a trailer without its test certificate.

Penalty was twice adjourned by the Coleshill magistrates for the production of Mr Abbott's driving licence (CM April 20).

Admitting the offences, Mr Abbott said he had financial problems in that one of his vehicles, a Mercedes-Benz, had beets stolen the previous week. He was now down to one vehicle which he drove.
