Which of the following most accurately describes the problem?

A VARIATION application by Mrs Mary Elizabeth Dickinson Red House, Little Bampton, Cumbria to add two vehicles a two trailers to an 0 licence authorising two vehicles and t trailers was refused by the Northern LA at Penrith last week.
