DTC rejects neighbours' noise complain

COMPLAINTS MADE about a haulier who had been operating from the same site for 30 years have been rejected by Scottish Deputy Traffic Commissioner Richard McFarlane. The DTC said the claims were exaggerated.

Perth-based David Duncan holds a national 0-licence for four vehicles and two trailers based at Castle Street, Perth. At the five-year review, neighbours John Gray and his son, Allan, complained Duncan's vehicles were unsuitable for use on local roads.

The Grays claimed that Castle Street was too narrow; that the lane from Castle Street to the operating centre was not suitable for HGVs; and that the site was too small. They claimed the vehicles were causing noise pollution and that vehicles had twice left before 6arn on Sundays.

Two other residents of Castle Street gave evidence they had no concerns about the operation.

Duncan said his family had run the site since 1977 If movements were restricted, it could affect his business.

In November 2008, an environ mental health officer investigated complaints alleging noise at antisocial hours. However, there were no further investigations because the Grays agreed the noise had abated. Duncan said that when engines were started, the vehicles remained stationary for about four minutes until the air systems had built up. Minimum throttle was used leaving the depot.
