Which of the following most accurately describes the problem?

ne of my spies at the recent Brityrex show in Harrogate happened to be on hand as the Mayoress's limo pulled up at the front of the exhibition centre for the mandatory official visit (and can you imagine how much the good lady was looking forward to checking out all those exciting tread patterns and compounds?).

While this was going on at the front door, the local constabulary and the Tyre Industry Council were out back checking the tyres of visitors' cars. In an attempt to keep some goodwill with the inhabitants of the Northern spa town, most offenders (over 40 on the first day alone) were let off with a warning. One van was impounded, but then all four of its tyres were down to the canvas.

If they check tyres at Brityrex, one hates to think what they do at plumbing exhibitions.
