Which of the following most accurately describes the problem?

aransport Secretary Joan MacGregor wants to find out if slowing traffic down on the M25 would reduce congestion (how do you slow down a 20-mile tailback?).

Apparently, someone told him that if everyone drove at 50mph (chance would be a fine thing) then the gap between each vehicle could be reduced, allowing more vehicles to pass along a stretch of motorway every hour. Brilliant! Let's slap on a limit of 5mph, get those gaps down to zero and really maximise traffic throughput In fact, at 5mph pedestrians could safely be allowed to share the motorway with traffic, encouraging more healthy exercise and less use of all those nasty trucks and cars.
