Which of the following most accurately describes the problem?

• Fifteen new dual-height semitrailers from Boalloy are helping Heron Distribution provide national deliveries of soft drinks and beer for Blandford-based Hall & Woodhouse.

Heron's new five-year distribution contract also includes the collection of pallets, cans, bottles and raw materials on return journeys. To suit the dual operation the 13.6m triaxle trailers can run at 4.2m high when carrying 24.5 tonnes of drinks with a 38-tonne GCW. On return trips with empty cans the overall weight is well below the 32-tonne threshold so the roof can be raised to 4.57m.

With its front axle lifted the outfit also runs on four axles at the lower weight.
