• Till & Co's 20vehicle licence application depends on its 12 vehicles passing new MoT tests, the West Midland Traffic Commissioner has ruled. The Uttoxeter company has had prohibition notices imposed on the vehicles and has been convicted of offences relating to vehicle condition.

Graham Hough, for the company, said that if Till had been aware of the Commissioner's view that requests for time to pay fines reflected on an operator's financial standing it would have paid everything at the same time.
