Which of the following most accurately describes the problem?

HAD the Minister considered, asked Sir P. Dawson, the census recently taken by the Automobile Association,

of traffic in Oxford Street and in Piccadilly, between 9 and 10 a.m., 1 and

2 p.m., 3 and 4 p.m., and 6 and 7 p.m,. which showed that out of 2,226 motorcars which passed. in Oxford Street 1,157 were taxicabs, of which most were disengaged, whilst in 'Piccadilly the number was 5,049 vehicles, of which 3,172 were taxicabs, of which 2,3115 were disengaged? He thought steps should be taken to prevent such unnecessary road occupation:

Mr. Burgin stated that the results of the census referred to had not been

furnished to *him. Regulations prohibiting taxicabs from loitering were already in force in Oxford Street and in Piccadilly, west of Stratton Street.
