Which of the following most accurately describes the problem?

As a safeguard against the abuse of Contract A licences, of which there has been much complarnt in the Yorkshire Traffic Area, notice of all such applications to the Yorkshire Licensing Authority is now published. in Applications and 'Decisions for the area. Such publication does •not • make any difference to the legal position governing the granting of Contract A licences, whereby other operators have no right to lodge objections, but it is considered that the procedure will tend to prevent abuses by enabling hauliers generally in the area to keep themselves informed as to contract-licence activities.
