Which of the following most accurately describes the problem?

• North East Deputy Traffic Commissioner Brian Horner has taken the unprecedented step of banning new bus service registrations in Sheffield because there are already too many buses.

He says the number of buses in the city far exceeds demand and is dangerous to bus users and pedestrians in the city centre.

The move is the first challenge from a traffic office to the Government's free-for-all policy of deregulation.

His judgement follows a public inquiry in April which considered a number of traffic regulation orders put forward by Sheffield City Council to move existing bus routes from the city centre where congestion was becoming chaotic.

Independent bus operators are expected to appeal against the ban on the grounds that it is anti-competitive.
