• Hauliers should face little upheaval with the Vehicle Inspectorate if long-awaited recommendations by the executive agency's staff are accepted by transport ministers.
It seems that Oliver and his six month-long working party at the VI have decided against an outright privatisation of the testing stations. It is thought they believe the sale of testing stations would cost too much in redundancy payments for sacked civil servants.
Oliver also seems to have ruled out a scheme along the lines of the present car MoT system — where companies are authorised to carry out tests on behalf of the Department of Transport.
