Which of the following most accurately describes the problem?

• The licence held by George Taylor (Wolverhampton)has been suspended until the end of July while the company takes legal advice.

The company holds a licence for two vehicles and two trailers. It first appeared before West Midlands Licensing Authority John Mervyn Pugh in March following a number of prohibition notices. The hearing was adjourned for one vehicle to be put through a fresh MoT test. When the company subsequently appeared before DLA Alan Cattell he heard that the vehicle had not been retested because the company had been "very busy".

Adjourning those proceedings, Cattell said he wanted the vehicle to be tested as soon as possible — maintenance had to be put before business (CM

21-27 May). Admitting that the vehicle had still not been tested, director William Boyle said the company had decided that it would be cheaper to rent vehicles.

Mervyn Pugh said he still had to be satisfied the company was fit to hold a licence. He did not think it understood the licensing system at all.
