based Wayne Cope has been holding an 0licence for two years for using stolen tax discs. His current six-vehicle licence has been revoked.

Cope appeared before West Midland Licensing Authority John Mervyn Pugh after his conviction last August for receiving stolen property, using a false instrument, and using false excise licences. He was given a six-month prison sentence, suspended for two years, and fined a total of £2,600.

For Cope, Geoffrey Walker said that if his licence was re yoked the business would fold and he would be unemployed. The offences arose due to financial pressure when Cope's principal customer, Leigh Environmental, owed him £30,000. Large concerns tended to be slow payers and because of the resulting cashflow problems, Cope foolishly became involved in the receipt of stolen vehicle excise licences.

Revoking the licence, and disqualifying Cope with effect from the end of July, Mervyn Pugh said he felt extremely sorry for anyone who got into such a mess. However, he could not have dishonesty in the industry, particularly when it related to vehicle excise duty.
