Which of the following most accurately describes the problem?

A There is no nationally agreed rate for

demurrage, though several of the functional groups of the Road Haulage Association have drawn up scales which they recommend to their members. The RHA's commercial committee has recently recommended that all functional groups should prepare demurrage scales. Freightliners Ltd also has demurrage scales, inherited from British Railways, to prevent lengthy detention of vehicles and containers.
