Which of the following most accurately describes the problem?

ACOACH operator, Mr, Victor Gutierrez. of St. Mary's Terrace, Paddington, failed to appear before the Metropolitan Traffic Commissioner in London on Tuesday to support his application for a mini-bus service between London and Dover.

Representatives of LondonTransport Board. East Kent Road Car Co. Ltd., Southdown Motor Services Ltd. and Cdenton Tours—all opposing the applicationwere present.

His absence left unanswered the question of what kind of service he had intended to operate. His application stated simply that he wanted to run the mini-bus service from London to Dover, for Spain, between June 1 and September 30.

A spokesman for one of the opposing companies said later: " We do not know whether the mini-bus was to cross the Channel and carry on to Spain."

Mr. C. J. Macdonald, the deputy Traffic Commissioner, said there was no excuse for the applicant's failure to attend the hearing, and he ruled that the application should be dismissed.
