An executive sub-committee has been set up, with representatives of the Mersey Docks and Harbour Board, the Liverpool Master Porters' and Master Stevedores' Association, the Liverpool Steam Ship Owners' Association, the Road Haulage Association (one logal and one from an inland area), British Road Services (Liverpool) and one representative of the FBI and British Shippers' Council.
