Which of the following most accurately describes the problem?

PROTECTION granted to Swansea's former tram services is to be perpetuated in the case of the bus services which have replaced them.

When trams were abandoned and oilengined buses were introduced in their place by the South Wales Transport Co., Ltd., under an agreement with Swansea Borough Council, four bus undertakings applied to the South Wales Traffic Commissioners for the/ abolition of the 50-per-cent. protection afforded to the tramways. The appli-. cants were Bassett-Enterprise Services. Ltd., Eclipse Saloon Services, Ltd.. Vanguard Motors, Ltd., and Messrs; James and Sons, Ammanford. The Commissioners have refused the' application.

The independent undertakings maintained that protection was formerly awarded to the tramways because they were obsolete, but now that an up-todate system of transport had been in troduced, buses should compete on

terms of equality. A new principle would be established if a. private bus company were given the protection previously covering the trams.

The South Wales Transport Co.; Ltd., replied that it would• be unfair if the privilege were withdrawn after the concern had gone to the expense of abandoning the trams.

• Announcing the Commissioners' decision, Mr. A. T. James, K.C. chairman, said that k careful watch would be kept on the position in Swansea.
