DTSCONTENT regarding wages still 'exists in certain parts of the NorthWestern Area. although official settlement on the question took place a considerable time ago.. In South-east Lancashire' many places are operating under Grade I, whilst local employers contend that Grade II would be appropriate.
New Area Boards, representative of the industry and directly represented on the National Board, would give proper confidence in the, wages machinery, said an official of the Amalgamated Horse and Motor Owners Association (joint organization with the South-East Lancashire Area C.M.U.A.) to a representative of The Commercial Motor. The Association contends that the areas should determine what wages were generally accepted in the industry at the time When the 1933 Act came into operation, with a view to revisions on that basis. Provision could be made for the up-grading of low-rated areas. Standard records of wages paid are , favoured by the Association, together with simple and direct means for ascertaining breaches. also enforcement by . police-court proceedings, or licence suspension or revocation, after the joint • voluntary vigilance machinery has been given an opportunity to operate. The Association has never experienced difficulty through members who are ancillary users paying lower wages
than hauliers. It is, however, contended that in any trade agreement regarding the wages of ancillary users' drivers, these rates should be reasonably comparable with the statutory figures fixed for the haulier classes. If trade agreements be on a higher level than wages fixed by the new machinery, they must not be used as levers to gain increased wages for drivers of A and B-licence vehicles.
