Which of the following most accurately describes the problem?

• Hauliers travelling through London on lorry ban exemption permits may have to pay for essential guides to the ban area.

The maps are currently issued free to permit holders, but cutbacks have forced London Boroughs Transport Committee officials to recommend charging every time an operator orders more than "a few" copies.

Many hauliers want to give each of their employees a map because prosecutions under the ban can now hit drivers as well as operators.

But the LBTC says that every free map issued costs it about 50p and one haulier recently requested a batch of 25. Now it wants to recover that cost by charging for "most" of the extra maps it sends out. The LBTC will debate the proposal on Friday (12 July).

Some of the London boroughs which enforce the ban have asked the LBTC to investigate the legality of charging operators for exemption permits — but it has established that such a move would be illegal.
