The HSC says that while most existing hazardous training courses will be suitable, a new inde
pendent body will set the exams. Certificates will be valid for five years, after which refresher courses will have to be attended.
For goods carried in tankers and for explosives the proposed regulations will come into effect from 1 July next year. For packaged goods, they will apply from 1 January 1995.
Drivers who have completed an existing training course "judged to be suitable" before the new exams are set from July 1992 will be given provisional certificates — but these will run out after 31 December 1994.
The HSC is asking for comments on the proposals by 31 August, particularly on:
1=ITraining drivers carrying flammable liquids with a flashpoint between 55°C and 100°C; CI Removing the 3,5-tonne limit for vehicles carrying radioactive materials;
Retaining the requirement for operators to keep records of driver training.
