Which of the following most accurately describes the problem?

• Operators will throw their hands up and protest at the announcement that speed limiters are to be made compulsory almost immediately on vehicles up to five years old. The cost, they'll say, is unwelcome; particularly at this most difficult economic time. Well, operators will have to find the £500 per vehicle from somewhere and who can they blame? As usual, nobody but themselves.

The industry has been warned to get its house in order and any motorway journey will show it has failed. Trucks continue to travel at speeds well in excess of the maximum. Not just cowboys but former hauliers of the year and other responsible-looking operators. I say, console yourselves with the fuel savings, reduced wear and tear and the enhanced public image. No it's not fair, but whoever said life was fair?
