MORE than one-third of the vehicles carrying explosive or inflammable loads through the Thames tunnels are potential "bombs" which could cause a catastrophe, says the GLC. And because of this, the fines on drivers infringing the dangerous goods by-laws may be increased by the GLC from £20to £400 maximum.
