Which of the following most accurately describes the problem?

Just when EEC members are trying to get rid of the restrictive 450km limit, I see that there is a suggestion that a distance limit could be imposed on freight operators in the USA. The suggestion came during a safety award presentation by Dr Robert Kaye, director of the Bureau of Motor Carrier Safety, in New Orleans last week.

What led up to the suggestion was that drivers and unions had complained that hauliers were laying down schedules which could not be completed within the 10-hour driving time without exceeding the speed limit. The Bureau, said Dr Kaye, had examined about 100 scheduled runs and, while some of the complaints would not hold . water, there were some that did.

The Bureau had noted that operators often timed a scheduled run with one of the most experienced drivers on one of the 'best vehicles carrying an unusually light load in fine, clear weather. He suggested that operators had a duty to compile schedules on the basis of marginal drivers with the least effective trucks and the heaviest load in the worst weather.

It had been proposed to the Bureau that a daily mileage limit based on the type of roads involved should be imposed and he felt that unless the industry could solve the problem voluntarily through good management "we may have no other choice."
