THE number of vehicles on Britain's roads will continue to grow, Mr Anthony Crosland, Secretary of State for the Environment, forecasts this week in the annual report Roads in England. This growth —produced despite the economic outlook — "justifies the use of resources on a continuing programme of road construction," says the report.
